- the conduct of the activity contributes to:

the creation or maintenance of employment for Australian citizens or Australian permanent residents; or

expansion of Australian trade in goods or services; or

the improvement of Australian business links with international markets; or

competitiveness within sectors of the Australian economy; and

- the operator of the business:

introduces to, or utilises or creates in, Australia new or improved technology or business skills; or
-
has a satisfactory record of, or a demonstrated commitment towards, training Australian citizens and Australian permanent residents in the business in Australia
