Objectives
The ability - and right - of government to intervene directly in many of these areas is extremely limited.
Its contribution must often be confined to attempting to ensure that individuals are equipped with the necessary skills - education, information, and English language proficiency - to exercise their rights; that discrimination is prevented; and that community attitudes are receptive.
These obligations are also shared to a large extent by community organizations themselves. The objective is that all Australians should be able to participate in the decision-making processes and institutions of society to the level of their capacity and interest.
