The City of Whyalla has a population of approximately 21,000. It is a rural community with the local steel making industry as an employment base. Over 80 cultures are represented in the region. The value of cultural diversity and the importance of access and equity is demonstrated by the incorporation of planning for cultural diversity in Whyalla's social planning process.

Pathways to the future is a social vision project aimed at identifying Whyalla's strengths and opportunities, and determining future directions. A whole-of-community approach ensures broad participation and extensive community consultation.
