Resettle, together with a coalition of partner agencies, 15 Horn of Africa families in Warrnambool in 2003-04.

South West Victoria has been experiencing a shortage of skilled and unskilled labour, largely in the food processing and dairy industries. Warrnambool City Council has developed a successful model for migrant settlement in regional Australia .

The council researched issues and established a steering group, drawing from government, community groups and opinion leaders.

They conducted interviews in Melbourne and organised visits to Warrnambool. Participating families were chosen according to strict criteria and must meet settlement milestones. Warrnambool City Council is producing a 'how to' guide to share their expertise with other councils.
