Initially funded by the department and the Shellharbour Council, this project invited artists, including school students, to submit artworks to a major competition focusing on the theme 'Harmony and our Community'. Winning projects were displayed in public buildings throughout Shellharbour City. The exhibition was opened on Harmony Day 2003.
The project brought together representatives of major community groups along with artists from a variety of cultural backgrounds. It included Indigenous artists, school students and older residents. The Focus on Harmony Art Exhibition is now a regular part of Shellharbour City Harmony Day celebrations and is organised each year by a community-based committee.
