From 1 July 2005 the Migration (Côte d'Ivoire - United Nations Security Council Resolutions) Regulations 2005 give effect to the United Nations Security Council Resolution 1572 (2004).

The UNSCR 1572 imposes travel restrictions on certain identified persons and provides for a Committee to list these persons, and to update the list from time to time. A Gazette Notice will specify the persons to whom the travel restrictions apply.

Technical details

In these Regulations a 'designated person' is a person who is subject to the UNSCR 1572 travel restrictions and whose name has been specified by the Minister in a Gazette Notice. The Gazette Notice will be amended from time to time when the Committee updates its list of persons who are subject to the travel restrictions.

The Minister may grant a visa to a designated person for humanitarian reasons, including religious obligation, or where the grant would further the UNSCR objectives for peace and national reconciliation in Côte d'Ivoire and stability in the region, or where there are compelling reasons to grant the visa.

The Minister may cancel the visa of a designated person, unless the designated person's travel to, or continued stay in, Australia can be justified by humanitarian reasons, including religious obligation, or furthers the UNSCR objectives for peace and national reconciliation in Côte d'Ivoire and stability in the region, or there are compelling reasons for the designated person to continue to hold the visa.

Additional information: The UNSCR 1572 provides for the travel restrictions to be in place until 14 December 2005, at which time they will be reviewed by the United Nations Security Council.

Gazette Notices: A New Gazette Notice listing the designated persons will be created. Whenever the Committee amends its list a new Gazette Notice will be created.
