Client summary
The Australian Citizenship Regulations 1960 have been amended to provide from 1 July 2005 that Maltese former child migrants are exempt from the application fee for the grant of a certificate of Australian citizenship. As well, recipients of additional categories of pension and allowances administered by the Department of Family and Community Services (DFACS) and the Department of Veterans' Affairs (DVA) are eligible to pay a reduced fee of $20 on lodgement of an application for the grant of a certificate of Australian citizenship. Regulations 9 (1A) and 9 (1B).
Additional information: The additional categories of pension and allowances are:
- Income Support Supplement - (DVA)
- Carer Payment - (DFACS)
- Special Benefit (long term) - (DFACS)
- Older Benefit Recipients (over 60 years of age and in receipt of Newstart, Parenting Payment, Special Benefit, Widow Allowance, Partner Allowance or Sickness Allowance for more than 9 months) - (DFACS).
Transitional arrangements: Nil.

Effect on delegations: Delegations not affected.
Effect on systems: ICSE is being changed to identify the exemption for the Maltese former child migrants.
