From 1 July 2004, immigration law has been amended to implement further travel restriction aspects of the sanctions imposed against Liberia under United Nations Security Council Resolution 1478 (2003), pursuant to 1343.

Technical details

This amendment adds to the definition of designated person a member of the Liberians United for Reconciliation and Democracy (LURD) and a member of an armed rebel group determined by the Committee, in accordance with paragraph 28 of United Nations Security Council Resolution No. 1478 (2003), to be in violation of paragraph 5 of United Nations Security Council Resolution No. 1343 (2001).

The purpose of this amendment to the definition of designated person is to give effect to paragraph 28 of United Nations Security Council Resolution No. 1478 (2003) which imposes an obligation on all States to take necessary measures to prevent entry into, or transit through, their territories of additional classes of persons from Liberia specified in paragraph 28.

Transitional arrangements: These regulations apply to all visa applications made on or after 1 July 2004, as well as applications that have not been finally determined on 1 July 2004.

Effect on systems: Apart from the manual addition of records to the MAL database, there are no systems implications.
