Additional information: the amendments will enable aircraft safety inspectors employed by a foreign government to inspect the safety procedures of international air carriers or the safety of an aircraft to be treated in the same manner as airline crew members.

Aircraft safety inspectors, like airline crew members, are taken to have been granted a special purpose visa.

The amendments are in accordance with paragraph 3.78 of Annex 9 to the International Civil Aviation Organisation Convention.

Transitional arrangements: it is proposed that the amendments will apply to 'airline crew members' arriving in Australia on or after 1 November 2003.

Instructions: MSI 362 - Travel Documents, and MSI 363 - Special Purpose Visas, will be changed to reflect the amendments.
