What does LEGENDcom contain?
LEGENDcom is an online database of migration and citizenship legislation and policy documents. It is an essential resource library of these materials.
It is available to members of the public on a subscription basis.
LEGENDcom contains current and historical versions of the following:
- Migration Act 1958 and associated Migration Regulations (since 1 September 1994)
- Citizenship Act 1948 and associated Citizenship Regulations (since 10 April 1997)
- Other Migration and Citizenship related legislation
- Procedures Advice Manual 3
- Migration Series Instructions
- Australian Citizenship Instructions
- Legislative Instruments (including Section 499 Directions and Gazette Notices).
Fillable Forms
LEGENDcom also contains fillable versions of current departmental forms. You can save the forms on your computer, and complete them by typing directly into the fields. You can complete them in a number of sittings if necessary, and print them prior to lodgement. A small number of departmental forms are not available as fillable forms in LEGENDcom.
Note: These forms cannot be submitted electronically. They must be printed, signed, and submitted in hard copy.
Who should use LEGENDcom?
LEGENDcom should be used by people who require access to the most up to date migration and citizenship legislation and policy available.
For registered migration agents, the Migration Agents Registration Authority (MARA) state that subscribing to LEGENDcom is sufficient to meet the Code of Conduct requirement to hold a professional library. It can also be used by legal practitioners who provide advice on migration or citizenship matters, or for undertaking research in migration.
Subscription to LEGENDcom is available to any interested person/s.

These forms can be saved on your computer and completed by typing directly into the answer fields.
You can complete them in more than one sitting if necessary, and print them at your convenience prior to lodgement.
Hyperlinked information
Related legislation and policy documents are hyperlinked to each other.
Pop-up boxes provide value-added information in the form of explanations, background, and links to related information.
These features make it easier to navigate complex legislation and policy.
Migration Agents Registration Authority Recognition
The Migration Agents Registration Authority (MARA) considers owning a subscription to LEGENDcom to meet the Code of Conduct requirement for a registered migration agent to maintain a professional library.
