Passenger Card Steering Committee (PCSC)

The department purchases and manages the passenger card on behalf of government.

Focus: Government

Scope: Strategic direction of the passenger card and passenger information collection* at the border, consideration of card content, design and certain border management/processing issues.

* Note: Passenger cards and the macro-data they provide are used by several government agencies to administer Australia's immigration, customs, quarantine, statistics, health and currency laws. The data are used for law enforcement purposes, border security and processing, as well as compiling population estimates by the Australian Bureau of Statistics. These estimates are used by the Australian Treasurer to determine the distribution of GST and other funding to States and Territories and by the Australian Electoral Commission to apportion seats in the House of Representatives to each State and Territory. The passenger card also provides a mechanism to identify potential public health risks and to facilitate contact tracing. Certain questions on the passenger card have a legislative basis.

Current contractor for Passenger Card and Related Services – Converga Pty Ltd. Passenger Card Image System (PCIS) is a web-based system.
