Report on performance - Introduction
Performance reporting in this Annual Report is based on the outcomes and outputs structure as set out in Figure 2 of this report (page 30).
As a result of the 2005-06 Budget, and the Administrative Arrangement Order dated 27 January 2006, one of our outcomes and related outputs has changed. Our former Outcome 3 - Innovative whole-of-government policy on Indigenous Affairs - was transferred to the Families, Community Services and Indigenous Affairs (FaCSIA) portfolio (outcome 6). For 2005-06 additional estimates and new measures under this outcome, refer to the Portfolio Additional Estimates Statements 2005-06 for the Families, Community Services and Indigenous Affairs Portfolio.
As a result of the transfer, the department has two outcomes:
- Outcome 1 - Contributing to Australia's society and its economic advancement through the lawful and orderly entry and stay of people
- Outcome 2 - Promote a society which values Australian citizenship, appreciates cultural diversity, and enables migrants to participate equitably.
There has been one change to the output statement for Output Group 1.1. The Output statement for Output Group 1.1 'Non-Humanitarian Entry and Stay' is replaced with 'Migration and Temporary Entry'.
There have been no changes to outcome and output statements for Outcome 2.
These outcomes are the results, impacts, or consequences of our actions on the Australian community. The outcomes are expressed in relatively broad societal terms. While we are the primary driver of the two outcomes, we work closely with other agencies, and these inter-relationships are recognised in the outcome reports that follow in this part of the report.
Each outcome report includes the following:
- a statement of the outcome, a list of supporting departmental outputs, and a brief description of what is involved in the outcome
- a performance table setting out the effectiveness measures and actual results achieved across the outcome
- a summary and overview of the highlights of work towards achieving the outcome
- an assessment of performance against each output (goods and services we provide for or on behalf of the government) and its components
- a summary of each administered item (those items of expenditure controlled by government and managed by us on the government's behalf), including where appropriate, the objective, description, and analysis of performance.
The structure of this annual report is similar to last year. We have tried to improve navigation and readability through summaries and overviews and by ensuring a clear relationship between planned achievements detailed in the PBS/PAES and the actual results achieved. We have strived to provide accurate performance and costing information for true transparency and accountability and to give readers enough information to ensure they can understand what we do, and why, and how well we are doing it.
