Consultancy services contracts of $10 000 or more during 2005-06
Following is an explanation of the meaning of the terms 'Selection process' and 'Justification' which are used in the table below.
Selection process: The explanation of the selection process terms used in the table is drawn from the Commonwealth Procurement Guidelines (CPGs) dated January 2005.
- Open tender: A procurement procedure in which a request for tender is published, inviting all businesses that satisfy the conditions for participation to submit tenders, including services sourced through panels.
- Select tender: A procurement procedure in which the procuring agency selects potential suppliers to submit tenders in accordance with the CPGs.
- Direct sourcing: A procurement process in which an agency may contract a single potential supplier or suppliers of its choice. Where a procurement is valued above the thresholds set out in the CPGs, direct sourcing is available only under certain defined circumstances. Conditions for direct sourcing apply under the mandatory procurement procedures.
Justification: Following is an explanation of the key we have used in the table to show the justification for our decision to use a consultancy.
- A - Involves specialist professional knowledge and/or expertise that may not be maintained in-house.
- B - Involves development of an intellectual output - for example research, evaluation, advice, and recommendations - to assist with agency decision making.
- C - Involves a one-off task, a set of tasks or irregular tasks (making employment of permanent staff impractical or undesirable).
