DIMIA Annual Report 2001-02
REPORT ON PERFORMANCE OUTCOME ONE
'Immigration has assumed new importance at the turn of the new century, with changes in international migration being so profound that it has been argued that there has been a paradigm shift.'
Professor Graeme Hugo, Adelaide University
The sovereignty, security and success of any nation rest heavily on its ability to manage effectively the flows of people across its borders.
The prime responsibility for this task in Australia lies with DIMIA, and is the focus of Outcome One, under which the department has policy and program carriage for permanent migration, temporary entry and the prevention of unlawful entry.
These three forms of movement have grown increasingly complex and inter-related in recent times and have developed significantly greater economic, social and demographic implications. Globalisation is the most significant agent of this change.
In response, DIMIA has developed an increasingly strategic approach to the management of these three areas of responsibility under Outcome One.
This has involved improving Australia's competitiveness in the field of migration, strengthening the links between permanent and temporary entry programs and articulating the relationship between the good management of the migration and humanitarian programs and the success of measures to combat illegal entry.
It has also involved operating strategically, with a longer term perspective always in focus.
