Output 1.2 - Refugee and humanitarian entry and stay

Performance information for departmental outputs

1.2.1 Offshore humanitarian

Quality: Number of complaints.

Timeliness: 8.33% of the Program to be delivered each month.

Priority applications to be finalised ahead of non-priority applications.

Quantity: 55,947 persons finalised.
  • Six complaints were received.

  • Program delivered close to monthly pro rata.

  • UNHCR- referred cases and Emergency Rescue cases finalised ahead of others

  • 55,138 applications were finalised.

1.2.2 PROTECTION VISAS (Offshore)

Quality: Percentage of refusals overturned at review other than where new information became available.

Number of complaints.

Maintain integrity of process.

Timeliness: 80% of applications from applicants not in detention to be finalised within 90 days of lodgement.

80% of applications from applicants in detention to be finalised within 42 days of lodgement.

100% of initial humanitarian assessment to be made for all RRT affirmations within 28 days of the RRT decision.

Percentage of on-hand applications older than the service standard.

Quantity: 10,060 s417 considerations (persons) finalised.

16,003 onshore protection (persons) finalised.

8,720 (persons) assisted under Immigration Advice and Application Assistance Scheme (IAAAS).
  • A sample indicates 7.6% of review cases finalised were remitted for reasons other than new information.

  • 15 complaints were received.

  • Extensive training programs and the development of appropriate procedural advice for decision-makers are directed at maintaining the integrity of the process

1.3.1 Regulate entry and departure

Quality: Entry system hit rate. This measure relates to the minimisation of the number of passengers referred at the border on arrival on the basis of data or other irregularities.

Timeliness: 95% of all inward passengers to be processed through the primary line within 30 minutes of their arrival at the line.

Quantity: 17,483,484 arrivals/departures.

7,250,000 Electronic Travel Authorities (ETA) and Advance Passenger Processing (APP) transactions.
  • In June 2001, the referral rate was 1.64% of ETA passengers and 2% of non-ETA visaed passengers.

  • The number of passengers cleared through the Primary Line within the specified timeframe was 97%.

  • 17,679,474 arrivals/departures.

  • 8,571,783 Electronic Travel Authorities (ETA) and Advance Passenger Processing (APP) transactions.

1.3.2 Prevent unlawful entry

Quality: Number of prospective unauthorised arrivals interdicted at overseas airports relative to the number of unauthorised arrivals detected at point of entry.

Number of unauthorised arrivals detected as a proportion of total arrivals referred at point of entry.

Timeliness: Detection of unauthorised arrivals at the point of entry to be achieved without adverse impact on the flow rate at the primary line.

Quantity: 8,947 unauthorised arrivals and interdictions full-year targets.

1.3.3 Detection onshore

Quality: The mix of field locations is to retain a broad equivalence with the 1999-2000 mix.

Maintain the current mix of field locations comprising approximately 50% unsuccessful protection visa (PV) applicants and 50% other overstayers or illegal workers, with illegal workers constituting approximately 25% of the total.

Timeliness: Decide Bridging Visa E (BVE) applications within 2 working days for detention cases.

All (100%) of allegations of serious contraventions of immigration law within Australia are evaluated within one month of receipt.

Quantity: 8,488 field locations.
  • 30.04% unsuccessful PV applicants.

  • 69.96% overstayers or illegal workers.

  • 27.3% illegal workers.

  • All BVE cases were decided within the specified timeframe.

  • Standard achieved.

  • 7,962 field locations.

1.3.4 Removals

Quality: Removals as a proportion of total persons refused entry.

Removals as a percentage of estimated overstayers.

Timeliness: 75% of boat arrivals who do not apply for Onshore Protection repatriated within 28 days.

90% of stowaways who do not apply for Onshore Protection repatriated within 14 days.

Quantity: 9,563 removals and departures.

1.4 Safe haven

Quality: All Kosovar and East Timorese evacuees referred by UNHCR as requiring safe haven in Australia are offered this support.
