2006 Regulatory Plan

This plan was published in July 2006 and contains details of amendments to business regulation that were made by the portfolio during the 2005/06 financial year, and changes which have taken effect in, or are proposed for, the 2006/07 financial year.

Part A - Amendments which took effect during the 2005/06 financial year

Title Migration Amendment Regulations 2005 (No. 9)

Description of issue

Amendments to the Migration Regulations 1994 to:

  • allow working holiday makers who have worked for an aggregate of at least three months doing seasonal work in regional areas on their first WHM visa to apply for a further WHM visa.

Title Migration Amendment Regulations 2005 (No.9)

Description of issue

Amendments to the Migration Regulations 1994 to:

  • introduce a new temporary Subclass 471 (Trade Skills Training) visa in Sponsored Training (Temporary) (Class UV). The purpose of the new subclass is to enable full-fee paying overseas apprentices to undertake an apprenticeship programme in a trade which is in shortage in regional Australia.

Part B - Amendments which have taken effect in, or which are proposed for, the 2006/07 financial year

Title Migration Amendment (Employer Sanctions) Bill 2006

Description of issue

Amendments to the Migration Act 1958 to:

  • impose sanctions on employers who recruit illegal workers

Consultation opportunities

Consulted with peak industry and employer bodies groups since 1999. Will engage in an information campaign with key stakeholders to ensure they are aware of obligations under the proposed legislation.

Expected timetable

The bill has been introduced in the Senate. Expect debate in each house during Spring 2006. The Act will commence 6 months after Royal Assent which is expected to be in early 2007.
