Has DIAC accepted the recommendations of the three information and IT-related reviews?
The department has accepted the recommendations in principle and subject to further examination of implementation issues including costs.
How were the three reviews conducted?
Over a 4 month period, consultants from APIS Consulting Group and CSC interviewed and conducted workshops with key DIAC staff, visited DIAC offices in a number of locations and reviewed relevant material. The review teams identified capability gaps and then made recommendations for improvement.
Did the findings of each review influence the findings of the other reviews?
Each review is an independent review and represents the findings of the relevant review consultancy. Each consultancy was briefed on potential findings of the other reviews during December. This information was taken into account by each consultancy in developing the final recommendations.
What was the cost of the reviews?
The CSC reviews of DIAC’s IT platforms, IT Governance, project management and 90 Day release management cost approximately $1.2m. The Apis review of Business Information Needs cost approximately $850,000.
How was CSC selected to do the health check reviews?
CSC is DIAC's IT infrastructure provider under the Cluster 3 IT Services Agreement and also our current partner under a Strategic Alliance agreement. CSC has current and detailed knowledge of the DIAC IT platform environment and associated processes to manage this environment. CSC has primary responsibility for infrastructure assets including many of the licenses. These existing contracts with CSC provide for consultancy and project services. Selecting CSC for the health checks was considered expedient and best value for money.
How did DIAC manage the independence of the process of the reviews given that CSC is already the IT infrastructure provider?
The CSC review consultancy team was staffed from a part of CSC that is separate to the part that provides IT infrastructure services to DIAC. Senior review team members were sourced from CSC USA’s consulting services to provide a perspective from CSC’s global organisation independent of the technical services provided to DIAC by CSC Australia. This arrangement was put in place to ensure independence of the review process while still enabling the review team to draw on CSC knowledge of the DIAC platform environment and associated processes.
How was APIS selected to do the Business Information Needs Review?
APIS was selected through an open tender seeking proposals to conduct an independent review of DIAC’s information requirements and systems.
