Background

DIAC has undertaken a significant reform of detention arrangements including an independent review of the detention services contract.

The former Minister for Immigration and Multicultural Affairs announced on 1 March 2006 the decision to re-tender the detention services contract and that health services would be provided under separate arrangements.  These services will ensure that the department properly exercises its duty of care to people in detention.

It is DIAC’s objective that the new contracts will have a greater focus on client well-being, health and psychological services, and will cover arrangements at Immigration Detention Facilities in NSW, Victoria, the Northern Territory, South Australia, Western Australia and Christmas Island.  They will also cover a broad range of new accommodation options in capital cities around Australia.

The contracted services will be provided under a new Service Delivery Model (SDM) that will ensure people in detention are treated with dignity and respect and that DIAC’s duty of care is properly exercised.
